週二(10月28日)亞歐時段美原油12月期貨合約走出探底後小幅回升走勢，盤中一度跌至-2.2%，後小幅反彈，目前交投於60.59，跌幅收窄至-1.17%。
美國全國汽油平均價格多年來首次跌破每加侖3美元，這在很大程度上得益於歐佩克+向市場釋放更多原油，同時全球需求疲軟也起到了關鍵作用。
但好景不長，美國對俄羅斯石油實施新一輪限制後，其國內汽油價格或很快顯著飆升。目前油價又回到3美元上方。
同日沙特國有石油巨頭沙特阿美的CEO阿明·納賽爾表示，即便在西方對俄羅斯主要石油公司俄羅斯石油公司(Rosneft)和盧克石油公司(Lukoil)實施限制之前，全球原油需求就已保持強勁。
納賽爾表示，明年石油需求增長為110萬至140萬桶/日。未來數十年，石油和天然氣仍將是全球能源結構中的重要組成部分，各國政策的“回調”也反映出對碳氫能源重要性的重新認識。
美對俄石油限製或致國內汽油價飆升
上週一，美國全國汽油平均價格報每加侖2.969美元，較去年同期低16美分；知名能源數據分析平台GasBuddy預測，未來幾週油價或進一步下行。
而美國汽車協會(AAA)數據顯示，在美國對俄羅斯石油啟動新一輪限制行動後，上週日汽油平均零售價已回升至每加侖3.07美元。
美國東部時間上週五正午12時，12月交割的布倫特原油期貨價格報每桶66.42美元，較上週一每桶60.5美元的盤中低點上漲近10%；同期美原油期貨12月合約價格則從上週一每桶57.00美元的低點升至每桶61.94美元。
美英相繼對俄能源企業實施限制，助漲油價
美國政府於週三宣布針對俄羅斯能源巨頭俄羅斯石油公司(Rosneft)、盧克石油公司(Lukoil)及其旗下子公司的新一輪限制措施，而就在數日前，英國已對上述企業實施類似限制。
美國財政部長斯科特·貝森特表示：“鑑於普京總統拒絕結束這場無意義的戰爭，財政部正對為克里姆林宮戰爭機器提供資金支持的俄羅斯兩大石油公司實施限制。
財政部已做好必要時採取進一步行動的準備，以支持特朗普總統推動結束又一場戰爭的努力。我們呼籲盟友加入我們的行列，並嚴格遵守這些限制措施。”
這一動態標誌著特朗普政府徹底脫離此前的行事邏輯——此前美國政府始終試圖在烏克蘭與俄羅斯之間扮演中立調解者角色。
特朗普政府行事邏輯調整，油價應聲上漲
特朗普曾多次威脅對俄羅斯採取強硬措施，但為其此前始終未付諸行動。
目前，GasBuddy石油分析主管帕特里克·德哈恩已向消費者發出預警，提醒其為未來幾天內汽油價格上漲做好準備。
德哈恩表示：“未來幾天，限制對汽油價格的影響或將開始顯現，完全傳導至終端零售價可能需要5天時間。”他同時補充，油價上漲趨勢能否逆轉，取決於俄羅斯或美國是否調整立場。
他進一步指出：“受這些新動態影響，俄羅斯將面臨重返談判桌的壓力；而若特朗普總統觀察到油價升至令人擔憂的水平，也可能採取應對舉措，因此我認為此次油價上漲態勢不會持續太久。”
機構觀點：油價短期面臨調整壓力但長期存轉機
渣打銀行(StandardChartered)大宗商品分析師最終加入看空陣營，將2026年及2027年油價預測下調每桶15美元，此次下調的直接誘因是過去一年油價遠期曲線出現的顯著異動。
渣打銀行將2025年布倫特原油平均價格從每桶61美元上調至每桶68.50美元；不過，分析師將2026年油價目標從每桶78美元下調至每桶63.50美元，將2027年油價預測從每桶83美元下調至每桶67美元。他們指出，自2026年初起，原油期貨曲線已進入期貨升水(contango)狀態。
期貨升水(contango)指期貨價格高於現貨價格，通常反映市場對未來價格上漲的預期，或當前倉儲成本較高的現實；而期貨貼水(backwardation)則指期貨價格低於現貨價格，這種情況常意味著即時需求旺盛，或市場預期未來價格下行。
渣打銀行此次預測調整顯示，油價短期內將呈弱勢，長期則會呈現穩定且緩慢的上漲趨勢。
這些大宗商品專家當前預測，受貿易問題、關稅不確定性及供應過剩擔憂影響，市場情緒普遍偏負面，油價短期內將維持疲軟態勢。
